- Findings
- Alleged Victim (AV) has behaviors including screaming, spitting, hitting and kicking. Alleged Perpetrator 2 (AP2) was hired by the facility on or about September 27, 2023. AP2 received training by the facility as to appropriately care for and interact with AV and other residents of the facility. AP2’s training included abuse reporting, a commitment to kindness, harmful behavior procedures, communicating with residents, and managing burnout. On or around December 26, 2023, AP2 had disciplinary action related to AP2 told AV, “If you want to see an asshole you should look in the mirror,” and AP2 told AV that AP2 would hit AV if AV hit AP2. AP2 spoke to the residents in ways that lacked dignity and respect and was considered abusive. When Witness 1 (W1) confronted AP2 about the verbal abuse allegations, AP2 did not deny the allegations. AP2 verbally abused AV by using derogatory and threatening language towards AV when AP2 said to AV, “If you want to see an asshole you should look in the mirror,” and told AV that if AV hit AP2 that AP2 would hit AV back, which resulted in a serious loss of AV’s personal dignity. . The facility failed to protect AV from verbal/emotional abuse which is a violation of Oregon Administrative Rules.
