Findings: The Alleged Victim (AV) resides at the facility and relies on the facility to meet his/her daily needs. According to an investigation, on or about October 17, 2023, the Alleged Perpetrator 2 (AP2) borrowed $4000.00 from AV and did not pay back the money as requested by AV, resulting in AV being without h/h money and causing unreasonable emotional discomfort. AP2's actions are a violation of resident's rights, are considered neglect of care and constitutes financial exploitation and emotional abuse. The facility failed to protect AV from financial exploitation and emotional abuse, which is a violation of Oregon Administrative Rules.
