Findings: According to the documentation, the Alleged Perpetrator 2 (AP2) failed to protect the Alleged Victim (AV) from financial abuse. From approximately November 2023, through March 2024, about $2,508.00 was withdrawn from the AV’s bank account. There were numerous witnesses seeing the AP2 receiving AV’s belongings in November of 2023, including their wallet and bank card, which is a violation of resident rights, is considered neglect of care and constitutes financial abuse. The facility failed to protect the AV from financial abuse which is a violation of Oregon Administrative Rules.
