Findings: Alleged Victim (AV) relies on the facility for his/her care needs. Alleged Perpetrator 2 (AP2) indicated that AV regularly refused medications, however, AV's MARS indicate that AV did not refuse any life-sustaining medication and had only refused ones. AP2 received training from AP1 on medication administration which included the procedures when a medication is refused. AP2 did not followed these procedures, nor did he/she request assistance from other staff to get AV to take AV’s meds. AP2 failed to provide a safe medication administrations system for AV, which is neglect of care and constitutes abuse. The facility failed to assure AV had a safe medication administration system, which is a violation of Oregon Administrative Rules.
