Findings: The Alleged Victim (AV) was upset about Alleged Perpetrator #3 (AP3) not parking in a parking spot while riding the facility bus and yelled at AP3. AP3 yelled back at AV, stating he/she does not work for assholes, causing verbal and emotional abuse. AP3's actions are a violation of resident rights, are considered neglect of care and constitute verbal abuse. The facility's failure is a violation of Oregon Administrative Rules.
