Findings: According to the documentation, the Alleged Perpetrator 2 (AP2) failed to protect the Alleged Victim (AV) from verbal abuse. On or about July 29, 2024, AP2 was heard raising their voice and yelling at the AV in the AV’s room. AP2 admitted to yelling at the AV because they were frustrated knew they should not have done so. The failure to protect the AV from verbal abuse is a violation of resident rights, is considered neglect of care and constitutes abuser. The facility failed to protect the AV from verbal abuse, which is a violation of Oregon Administrative Rules.
