Findings: According to the documentation, the Alleged Perpetrator 2 (AP2) verbally abused the Alleged Victim (AV) by yelling profanities resulting in the AV to experiencing emotional distress and agitation. On or about August 02, 2024, the AV and AP2 were involved in a verbal altercation. AP2 was heard yelling expletives and threatening the AV with acts of violence. The verbal altercation caused other residents to become agitated and scared. After the incident had occurred, the AV was visually agitated and scared. The AP2 failed to protect the AV from verbal abuse which caused the AV to become scared and experience emotional distress, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to protect the AV from verbal and emotional abuse, which is a violation of Oregon Administrative Rules.
