Findings: Alleged Victim (AV) relies on the facility for his/her care. On or about September 19, 2024, AV was pressing his/her pendant multiple times due to increased pain. Alleged Perpetrator 2 (AP2) responded to AV’s call saying, “I’m right “explicit” here, you don’t need to keep pressing your button”. Staff were able to overhear AP2 use profanity while responding to AV’s request for help. AP2 failed to protect AV from verbal abuse, which is neglect of care and constitutes abuse. The facility failed to assure AV was protected from verbal abuse, which is a violation of Oregon Administrative Rules.
