Findings: On or about March 23, 2025, a semi-nude photo was taken of the Alleged Victim (AV) and uploaded to social media by Alleged Perpetrator #2 (AP2). AP2 violated facility policy and resident rights by taking the photo and posting it to social media. AP2's actions are a violation of resident rights, are considered neglect of care and constitute abuse. The facility's failure to ensure AV's safety from having inappropriate photo's taken and posted to social media is a violation of Oregon Administrative Rules.
