- Findings
- On June 25, 2025, during a routine fire drill at the facility, staff observed that the Alleged Victim (AV) had a strong odor of alcohol on his/her breath. An empty half-pint bottle of liquor was also found in AV’s room. When questioned, AV disclosed that Alleged Perpetrator 2 (AP2), an employee of the facility, had provided the alcohol after AV mentioned not having had a drink of alcohol in a long time. AV further stated that he/she gave AP2 $4.00 in cash, which was all AV stated he/she had as payment for the alcohol. AP2 accepted the money from AV. AP2's actions is considered financial exploitation, which is considered abuse because AP2, being a facility employee, accepted money from AV who is a resident of the facility and is considered to be a vulnerable adult. The facility failed to provide a safe environment for AV by failing to protect AV from financial exploitation by AP2. AV has the right to be free from financial exploitation and to live a in a safe and homelike environment. The facility's failure is a violation AV's resident rights which is a violation of Oregon Administrative Rules. AP2 allegedly neglected AV. An investigation determined no neglect occurred by AP2.
