Findings: The Alleged Victim (AV) relies on the facility to provide a safe environment and protect AV from financial exploitation. Alleged Perpetrator 2 (AP2) asked AV to borrow money on two occasions when AP2 understood this was against the policy of the facility. AP2 did not pay the money back to AV as promised to AV. The facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rule. The allegation that AP2 financially exploited AV was investigated and determined to be substantiated.
