Findings: Alleged Victim (AV) relies on the facility for his/her care. On or about December 19, 2025, staff had witnessed Alleged Perpetrator 2 (AP2) tell AV “fuck, can’t you just take your meds? You’re a 74-year-old man. Do I have to teach you to take your meds?” AV explained that a staff member cursed at them and further told AV they were a child and AV felt like AP2 “called me an idiot.” Furthermore, AV felt that AP2 is “often a turd and is rude.” AP2 failed to protect AV from verbal abuse, which is neglect of care and constitutes abuse. The facility failed to assure AV was protected from verbal abuse, which is a violation of Oregon Administrative Rules.
