- The Alleged Victim relies on the facility to provide a safe and homelike environment. According to an investigation, AV had reported money stolen to the facility prior to the event on March 8, 2026. The facility along with AV set up a camera to try and capture who was stealing money from AV. Alleged Perpetrator 2 (AP2) was found on camera to have stolen 10.00 from AV's bag. The facility failed to protect the resident from financial exploitation, which is a violation of Oregon Administrative Rule. AP2 failed to protect AV from financial exploitation, which constitutes abuse.
