Findings: Alleged Perpetrator 2 (AP2) financially exploited Alleged Victim (AV) when AP2 misappropriated AV's narcotic medication which resulted in a loss for AV. An investigation determined that AP2 signed out AV's narcotic medication but did not sign that he/she administered AV's narcotics to AV. AP2's actions is considered financial abuse. The facility failed to provide a safe medication administration system because the facility failed to catch the significant discrepancies between AV's narcotic count and the medication administration to AV. An investigation determined that this discrepancy went on for five months. The facility's failure is a violation of resident rights, is considered neglect of care and constitutes abuse.
