Findings: On or about November 10, 2020, the Alleged Victim (AV) did not receive his/her breakfast meal from the Alleged Perpetrator #2 (AP2). AP2 was to feed AV his/her breakfast, however, AP2 claimed he/she didn't have time and didn't call anyone else to assist him/her with tasks to ensure that AV was fed properly. AP2's actions are a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to ensure AV was fed timely, which is a violation of Oregon Administrative Rules.
