Findings: On or about May 25, 2021, the Alleged Victim (AV) was receiving a shower from Alleged Perpetrator #2 (AP2) and AV tried to bite AP2. AP2 told AV he/she was acting like a child and told him/her to bite him/herself. AP2's actions are a violation of resident rights, is considered neglect of care and constitutes verbal abuse. The facility failed to protect AV from verbal abuse, which is a violation of Oregon Administrative Rules.
