Findings: Based on an investigation, it was determined that Alleged Perpetrator 2 (AP2) was verbally aggressive towards Alleged Victim (AV), which caused AV emotional distress and loss of personal dignity. AP2’s actions are a violation of resident rights, are considered neglect of care and constitute verbal abuse. The facility failed to protect AV from verbal abuse, which is a violation of Oregon Administrative Rules.
